Mr. Cespedes-Torres has a Ph.D. in Economics from The Ohio State University, specialized in the fields of Industrial Organization, International Trade and Development. He has been consultant for diverse local organizations ––Costa Rican Development Board (CINDE), Ministry of Foreign Trade, Ministry of National Planning and Economic Policy (MIDEPLAN), National Regulatory Authority of Public Utilities (ARESEP), the Government of Costa Rica (GoCR), Comisión Asesora en Alta Tecnología (CAATEC), and Costa Rican Public and Private Universities–– as well as international ones ––among them Interamerican Development Bank (IADB), Multilateral Investment Fund (MIF), Central American Bank of Economic Integration (CABEI), Konrad Adenauer Stiftung (KAS), United Nations Develpment Program (UNDP), United States Agency of International Development (USAID), Astro Systems, Inc., and Nathan Associates, Inc.
